2019 NTFC Negotiations

The collective bargaining agreement between the Non-Tenure Faculty Coalition (NTFC) Local #6546 and the University expires August 15, 2019.  Negotiations for a successor agreement began on March 8, 2019, and the parties have agreed to meet weekly beginning Friday, March 29, 2019.

June 10, 2019 Bargaining Session Recap
(12th Bargaining Session) 

At this session, the parties began with a side bar discussion in which the University outlined its current position on each aspect of Article VIII, Wages.  After a caucus, the union presented a counter package proposal on wages/dues deduction/duration.  Both sides made significant movement and the session ended with the parties almost in agreement on the various components of the wage article.  The next bargaining session is scheduled for June 21.

May 31, 2019 Bargaining Session Recap (11th Bargaining Session - all day session) 

At this session, the University began by presenting a package proposal on the three outstanding articles:  Article VIII, Wages; Article XVIII, Dues Deduction and Fair Share; and Article XXII, Duration.  The parties are in basic agreement on Article XVIII, Dues Deduction and Fair Share.  Discussion of Article XXII, Duration, is linked to the discussion of the wage article.  The NTFC presented a counterproposal on these articles at 3:20 pm.  The next session is scheduled for June 10.

May 17, 2019 Bargaining Session Recap (10th Bargaining Session) 

At this session, the university began by presenting a revised version of the package proposal the parties had worked on at the previous session.  After a caucus and a sidebar conversation, the parties re-convened and signed a tentative agreement on the package.  The items in the package include Article IV, Union Membership and Union Activity; Article IX, Benefits and Leaves; Article X, Appointment, Reappointment and Promotion; the side letter; and the MOU on visiting appointments, and the NTFC’s agreement to withdraw its proposal on Article XI, Hours of Work and Commitment.  The next session is scheduled for May 31.

May 10, 2019 Bargaining Session Recap (9th Bargaining Session) 

At this session, the University presented a package proposal that included the following outstanding items:  Article IV, Union Membership and Union Activity; Article IX, Benefits and Leaves; Article X, Appointment, Reappointment and Promotion; the side letter; the MOU on visiting appointments; and agreement from the NTFC to withdraw its proposal on Article XI, Hours of Work and Commitment.  After a caucus, the NTFC presented a counter package proposal on these same items.  The next session is scheduled for Friday, May 17.

May 3, 2019 Bargaining Session Recap (8th Bargaining Session) 

At this session, the University presented counterproposals on two items:  the NTFC’s proposed side letter addressing course loads and duty percentages and a Memorandum of Understanding (MOU) to address six bargaining unit members who held “visiting” appointments.  The NTFC then requested a caucus.  The parties also had a sidebar conversation at this session.  At the end of the session, the NTFC presented a counterproposal on three articles:  the side letter, Article X – Appointment, Reappointment and Promotions, and the MOU on certain visiting appointments.  The next session is scheduled for Friday, May 10.

April 26, 2019 Bargaining Session Recap (7th Bargaining Session) 

At this session, the University presented a counterproposal on Article IX, “Benefits and Leaves.”  The NTFC then requested a caucus.  The parties also had a sidebar conversation about a number of outstanding proposals.  The next session is scheduled for Friday, May 3.

April 19, 2019 Bargaining Session Recap (6th Bargaining Session) 

At this session, the Union presented a counterproposal on Article IV, “Union Membership and Union Activity.”  The University then presented a counterproposal on Article IX, “Benefits and Leaves.”  Based on discussion at the bargaining table and in a sidebar, the parties made considerable progress in reaching agreement on these two articles.  The next session is scheduled for Friday, April 26. 

April 12, 2019 Bargaining Session Recap (5th Bargaining Session) 

At this session, the NTFC presented counterproposals on two articles:  Article IV, “Union Membership and Union Activity,” and Article IX, “Benefits and Leaves.”  The parties then took a caucus.  The University presented a counter-proposal on Article IV, and indicated that it would have a counter-proposal for Article IX at the beginning of the next session.  The next session is scheduled for Friday, April 19.  

April 5, 2019 Bargaining Session Recap (4th Bargaining Session)

The University presented to the NTFC its comprehensive response to the union’s comprehensive proposal of March 8, 2019.  After a brief caucus by the union, the parties returned to the table and agreed to the topics they would discuss at the next session.   The parties will meet again on Friday, April 12, 2019, for their fifth bargaining session.  

April 1, 2019 Bargaining Session Recap (3rd Bargaining Session)

At this session, the University presented its counter-proposal on union membership and union activity, and the parties discusses various aspects of this article.  After a brief caucus, the parties re-convened, and the University informed the Union that it would be presenting its comprehensive counter-proposal at the next bargaining session.  The parties will next meet on Friday, April 5, 2019. 

March 29, 2019 Bargaining Session Recap (2nd Bargaining Session)

The parties began this session with the University asking a number of question about the NTFC’s comprehensive proposal.  The University then presented information about a new reporting system that it is being developed by System Human Resources; this will provide the NTFC with greater information about its bargaining unit members.  The University also presented its counter-proposal on dues deductions.  The parties agreed to keep the session that they tentatively had scheduled for Monday, April 1, 2019. 

March 8, 2019 Bargaining Session (1st Bargaining Session)

At the first bargaining session, each team introduced its members, and the parties discussed the shared goal of engaging in positive negotiations to achieve a contract settlement before the end of the semester.  After these introductory comments, the NTFC presented its comprehensive proposal for modifications to the successor agreement, and provided a thorough explanation of each of its demands.  After a short caucus, the management team asked a few follow-up questions, and the session ended.  The next meeting is scheduled for March 29, 2019.
