FY24 Key Accomplishments
Categories of Strategic Focus for IHR in FY24
Efficiencies
Each Matrix Team has a specific group of assigned colleges/major administrative units (MAUs) acting as primary contact for HR services to the units they serve. They provide services and expertise for staff classification reviews and civil service hiring referrals, employee and labor relations, and timely transactional processing.
Completed a progressive website redesign for Illinois Human Resources (IHR). The redesigned site earned a 3rd place award in a campus-wide brand contest (emphasis on best landing page layout) hosted by Strategic Communications and Marketing.
IHR, in collaboration with the Office of Access and Equity (OAE), created a Vacancy and Time to Fill Workforce Analytics Dashboard that is accessible to all colleges/MAUs.
Strategy
IHR and StratCom launched a multi-state talent campaign, a first-of-its-kind initiative, generating over 6.4 million impressions through billboards, social media, movie theaters, and digital marketing. Applications are up 26% year-over-year.
By focusing on inclusivity and using innovative strategies, this team enhances our recruitment processes to stay competitive and attract passive applicants to Illinois, while partnering with minority-serving institutions and community organizations to expand access to diverse talent.
- Illinois Value Proposition
The Illinois Value Proposition (IVP) is a unique innovation inspired by the Employee Value Proposition (EVP) concept. Developed from employee and leadership feedback gathered throughout spring 2024, the IVP showcases what sets Illinois apart as an employer and highlights the specific benefits and values to working here.
Culture
IHR introduced a new performance management approach with goal setting, feedback, self-reviews, and meaningful conversations to foster growth. The effort aimed to modernize reviews, utilize technology, and boost employee development. Participation for FY25 quadrupled compared to last year.
- Inaugural Five-Year Review of Vice Chancellors
In partnership with the Chancellor's Office, coordinated a Five-Year Review for three Vice Chancellors, focusing on Vision & Advocacy, Collaboration & Professional Relationships, Communication/Shared Governance, Diversity, Equity & Inclusion, Leadership, and Budget & Resource Stewardship.
The Executive Onboarding program integrates new executives reporting to the Provost and Chancellor, smoothly, focusing on rapid proficiency, strong partnerships, resilience, long-term retention, and leadership agility.
IHR expanded access to Crucial Conversations for Mastering Dialogue, an interactive course designed to teach skills for turning disagreements into productive dialogue across campus through their community of practice. There are now more than 50 facilitators across campus.
The All-Employee Expo, a collaboration with staff advisory groups, returned in fall 2023 at the State Farm Center with over 1,100 attendees and 50+ vendors. Employees connect with university departments, explore services, and engage with employee benefits. It's a day of resource sharing, networking, and celebrating being a University of Illinois employee.
Compliance
- Equal Pay & Paid Leave For All
As part of a systemwide effort, IHR implemented the new Paid Leave for All Workers (PLFAW), effective January 1, 2024. This included creating web content, tracking mechanisms, system configurations, and reporting functionality. Also, IHR and OAE implemented new job posting requirements to meet Illinois' pay transparency requirements which are part of the Illinois Equal Pay Act.
IHR, with HR partners and leadership, developed a proactive response to the Department of Labor’s 23% increase to the FLSA salary threshold minimum, effective 7/1/2024. Phase 1 included communication, financial planning, policy development, implementation, training, and a new FLSA website.
