Staff Human Resources (SHR) administers the Civil Service human resources program.
Staff Human Resources administers the Civil Service human resources program and provides a wide range of employee and departmental services, including Employment & Testing, Extra Help Services, Labor & Employee Relations, Classification & Compensation, and Records Administration.

The Employment & Testing section recruits, interviews, determines qualifications of candidates, and administers examinations as governed by the State Universities Civil Service System. Staff assist campus units in filling vacant positions and employees in advancing their university careers. This section also oversees reductions in the labor force.
- Extra Help: (217) 333-4752
The Extra Help Services section recruits, selects, and refers Extra Help clerical, accounting, and information technology candidates to campus units for temporary assignments. This section manages all payroll, records, and employment processing for Extra Help employees in accordance with State Universities Civil Service System Statute and Rules.
- Classification & Compensation: (217) 333-2136
The Classification & Compensation section is responsible for evaluating and classifying positions under the State Universities Civil Service System and for establishing and implementing policies and procedures related to compensation for Civil Service staff.
- Records Administration: (217) 333-2143
Staff in this section manage records and information systems related to personnel transactions such as employment, seniority, leaves of absence, terminations, and changes of status. Records staff also maintain the official employee files.
- Labor & Employee Relations: (217) 333-3105
Labor & Employee Relations acts as a resource to campus units, supervisors, and employees to facilitate and ensure that practices, rules, and policies relating to the workplace are properly administered and in compliance. Staff in this section provide information and services concerning policy, unions, contract interpretation and administration, performance management and discipline, grievances, employee relations, disability, post-accident drug and alcohol testing, shared benefits, Family and Medical Leave (FMLA), and related training.
