The IHR Service Center

About

The IHR Service Center is a multi-disciplinary unit established with the primary objective of adhering to legal and regulatory requirements by providing compliance oversight, streamlining operations, and gaining process efficiencies with the goal of mitigating risk.

Illinois Human Resources provides a wide range of employee and departmental services, including guidance and counsel to units and employees on all human resources policies; review and processing appointments; coordination of Board of Trustees approval items; and advice on all labor and employee relations issues.

I-9 and E-Verify

The University of Illinois participates in the federal E-Verify program. This means that all new hires, all rehires (those who previously separated and are later hired back), and any existing employee who begins work on a qualifying federal contract must be E-Verified. Information from the Form I-9 will be transmitted to the E-Verify system, and will be electronically checked against records contained in the Department of Homeland Security (DHS) and Social Security Administration (SSA) databases.

New Employees

Once you’ve accepted a contingent written offer letter, it’s time to connect with your designated human resources contact within your department about onboarding.

Part of your onboarding is completing the USCIS Form I-9: Employment Eligibility Verification. Your unit HR contact will set this up for you, and you MUST sign section one of your I-9 on/before your first day. Your unit HR will assist you with completing section 2 of your I-9. Make sure to have your documents. Bring one document from list A, OR one document from list B AND one document from list C. The University of Illinois is an E-Verify employer so if you use a list B document, make sure it has a photograph! E-Verify is a web-based system that compares the information from your I-9 to the Department of Homeland Security and Social Security Administration databases.

Units

The University of Illinois System, which includes the University of Illinois Urbana Champaign, uses a web-based application, Tracker I-9, for I-9 and E-Verify completion.

New employees MUST contact their unit HR office PRIOR to working. The unit HR contact will provide instructions for accessing Tracker and completing the I-9.

By law, new employees must complete Section 1 of the I-9 no later than the first day of employment. The Tracker application allows this to be completed by the new employee prior to their first day of work, from any location. The hiring unit must then complete Section 2 of the I-9 within 3 calendar days of the start date of employment.

To complete section 2 of the I-9, the hire must present documents to the unit HR contact for identity confirmation; a list of acceptable documents can be found here. The following combinations are acceptable:

  • 1 document from list A
  • 1 document from list B AND 1 document from list C

NOTE: The employer may not dictate which documents must be presented to complete the I-9, however, if the list B/C document combination is used, the list B document MUST contain a photograph.

Please note that new hires are REQUIRED to input their US social security number in section 1 of the I-9. IF YOU DO NOT HAVE a US social security number, please leave the social security number field BLANK in section 1 of the I-9, and your unit HR will provide additional instruction for obtaining/entering your SSN.

Notice of Nonreappointment

Budgetary, programmatic, or performance issues may constitute the need for a notice of nonreappointment. Review the guidelines and procedures for Academic Professional Employees and other members of the Academic Staff. There are separate guidelines for nontenured Faculty Members and denials of promotion not linked to tenure decisions. Leaves of Absence

Employees may need to take a leave of absence for various reasons. Information about leaves of absence for Academic Professional Employees and Faculty Members, and Civil Service Special Leaves can both be found online. Sabbaticals are different from leaves of absence, and your email contact for sabbatical questions is Sabbaticals@illinois.edu.

Background & Misconduct Checks

Background check requests are submitted via Cornerstone. Illinois Human Resources will determine whether a background check is required.

Contingent Offer Letters

All offer letters must contain the following statements:
This offer is contingent upon your successful completion of a criminal background check process in accordance with the University of Illinois Background Check Policy. Following your acceptance of this offer, you may receive an email from HireRight Customer Support, noreply@hireright.com. The background check process will not begin until you provide authorization by responding to email from HireRight Customer Support, noreply@hireright.com. Please respond promptly to this request.
